Civil Aviation Ministry executes MoUs with 22 states to roll out Regional Connectivity Scheme UDAN Challenge Mode

In a major leap forward for domestic aviation infrastructure, the Ministry of Civil Aviation finalized landmark bilateral Memoranda of Understanding with 22 state governments and Union Territories to inaugurate the competitive Challenge Mode under the regional connectivity scheme UDAN. The specialized bidding mechanism encourages state administrations to compete for dedicated infrastructure funding and route allocations by offering streamlined land transfers and concessions on aviation turbine fuel.

Under the new competitive framework, participating states must guarantee robust ground transportation links, uninterrupted utility infrastructure, and localized security deployments for designated unserved and underserved airstrips. Civil aviation planners explained that the challenge mechanism eliminates prolonged bureaucratic delays, allowing regional carriers to operationalize commercial commuter flights between remote industrial hubs and state capitals far more expeditiously.

Aviation industry executives welcomed the initiative, observing that expanding regional runway networks unlocks untapped tourism corridors, accelerates perishable freight movements, and stimulates economic growth across tier-2 and tier-3 urban centers. The Airports Authority of India will supervise navigational equipment installations and runway upgrades scheduled across selected regional airports over the coming financial quarters.
