Delhi High Court warns contractual appointments fail to resolve acute clinical staff shortages in state hospitals

The Delhi High Court delivered a stern reprimand to regional health administrative authorities, warning that persistent reliance on short-term contractual hiring completely fails to resolve chronic clinical personnel deficits crippling state-run hospitals. A division bench reviewing hospital infrastructure petitions observed that critical emergency rooms, intensive care units, and specialized surgical wards cannot operate safely without permanent, experienced medical staff.

The court pointed out that ad-hoc medical personnel frequently depart for stable private hospital careers due to insecure tenure and irregular honorarium disbursements, resulting in severe clinical disruption and compromised patient care. The judges instructed the Delhi Subordinate Services Selection Board and health directorates to initiate immediate regular recruitment drives to fill hundreds of sanctioned vacancies for doctors, anesthesiologists, and registered nursing staff.

Health department officials were directed to draft a time-bound roadmap detailing recruitment schedules and streamline interview clearances within a designated ninety-day window. The bench cautioned that administrative delays in deploying permanent clinical staff will invite judicial contempt proceedings against responsible departmental heads.
