Student delegates and activists detained by Mumbai police en route to New Delhi demonstration

Mumbai Police detained over two dozen student delegates and civil rights activists at the Chhatrapati Shivaji Maharaj Terminus as they prepared to board trains bound for New Delhi to participate in nationwide demonstrations against voter roll deletions. Representatives from the All India Students’ Federation stated that police officers confiscated transit tickets and escorted delegation leaders to local police stations without providing written detention grounds.

Police officials defended the preventive action under Section 149 of the Bharatiya Nagarik Suraksha Sanhita, citing intelligence inputs regarding potential breaches of peace during planned political demonstrations at Jantar Mantar. The detained students were held in administrative custody throughout the afternoon before being released late in the evening with instructions not to congregate at railway terminals.

Student unions and civil liberties organizations condemned the transit interceptions, arguing that preventive detention to suppress peaceful political participation violates fundamental freedoms of movement and assembly. Legal aid attorneys filed urgent petitions before the Bombay High Court challenging the arbitrary use of preventive transit blockades against student activists.
