The bench observed that administrative apathy towards widespread unauthorized conversions of residential plots into multi-tier student dormitories has transformed university neighborhoods into chronic hazard zones.
The court directed the municipal commissioner to file a personal affidavit within forty-eight hours detailing the inspection logs, sanctioned plans, and notices previously issued regarding the ill-fated property. In addition, the judges instructed Delhi University administration to establish an immediate nodal welfare registry to map out-of-state students residing in non-compliant private lodgings.
Counsel representing civic authorities submitted that internal vigilance proceedings had commenced against local building inspectors. However, the bench underscored that disciplinary theater cannot substitute for structural audits, warning senior engineers of contempt proceedings if non-compliant accommodations across the capital are not identified and sealed immediately.
