UN Secretary-General presents General Assembly report advocating Global Fund for AI Capacity-Building

United Nations Secretary-General Antonio Guterres presented a landmark report to the UN General Assembly on Friday, urgently calling for the creation of a specialized multilateral Global Fund for Artificial Intelligence Capacity-Building to prevent deep developmental divides between technology-producing and technology-consuming nations.

Guterres warned world leaders that the breakneck pace of generative AI breakthroughs risks cementing a profound technological inequality, leaving developing economies without the computational infrastructure, data sovereignty frameworks, or technical human capital required to leverage these tools for economic progress. The proposed UN funding mechanism would mobilize public and private capital to establish regional high-performance computing centers, sponsor open scientific datasets, and fund digital literacy initiatives across Africa, Latin America, and South Asia.

The Secretary-General stressed that artificial intelligence governance cannot remain the exclusive preserve of wealthy industrialized powers and multinational corporate giants. The initiative will be formally deliberated during the upcoming Summit of the Future, where member states will vote on international AI governance protocols and equitable technology transfer mechanisms.
