India and Russia finalized a bilateral scientific agreement to establish a state-of-the-art joint Center of Excellence in Artificial Intelligence and Cybersecurity, located at the technical university campus in Nizhny Novgorod. The joint engineering facility brings together top academic researchers, software engineers, and cryptographic specialists from both nations to develop resilient technological architectures for critical infrastructure.
The research center will prioritize collaborative projects in post-quantum cryptography, sovereign large language model training, autonomous industrial robotics, and AI-assisted defense systems against distributed denial-of-service incursions. Participating institutions, including Indian institutes of technology and premier Russian mathematical academies, will establish reciprocal scholar exchange programs and joint doctoral research grants.
Government representatives from both countries emphasized that developing indigenous, sovereign software stacks is vital to protecting national financial corridors and telecommunications backbones from external cyber disruptions. The initial research laboratories and supercomputing facilities are scheduled to be fully operational by the end of the year.
