Exclusive: Domestic Solar Cell Mandate comes into effect

Data and statements released on June 1, 2026 showed that solar developers must source Indian-made cells for newly covered projects. From June 1, 2026, the Union government requires domestically manufactured solar cells in new net-metering and open-access solar projects.

Subsequent updates explained that the policy covers rooftop installations including projects under PM Surya Ghar and supply arrangements for commercial and industrial consumers.

Separately, india’s module manufacturing capacity is far larger than domestic cell output, which industry estimates place at roughly 30 GW versus about 200 GW of module capacity.

In addition, officials have ruled out a blanket deadline extension while allowing limited relaxations for projects with substantial prior progress.

The same reports noted that utility-scale projects bid before August 31, 2025 remain exempt from the domestic cell requirement.

Authorities also said industry bodies warned that non-integrated module makers may face procurement bottlenecks if cell supply lags.

Agencies indicated more information would follow after scheduled meetings.
