The court remarked that while animal welfare remains vital, the preservation of human life and child safety represents a paramount constitutional obligation for municipal administrators.
The bench directed civic bodies to submit geo-tagged data regarding operational animal birth control centers, veterinary sterilization rates, and anti-rabies vaccination coverage across all administrative zones within four weeks. The court emphasized that civic authorities must maintain functional isolation wards and adequate supplies of anti-rabies immunoglobulin across all municipal dispensaries.
The judges also called for structured guidelines to designate feeding spots away from children’s parks, educational institutions, and healthcare complexes. The matter was scheduled for detailed consideration in October to evaluate the implementation of coordinated municipal canine welfare protocols.
