Inaugurating a state-of-the-art technology transfer center at a CSIR research institute, Singh stressed that scientific prowess is ultimately measured by its practical socioeconomic impact on ordinary citizens and industrial self-reliance. He urged national laboratories to establish dedicated tech commercialization desks staffed by intellectual property specialists, venture managers, and industry liaison officers.
The minister noted that India has emerged as the world’s third-largest startup ecosystem, yet significant gaps persist in bridging deep-tech academic research with commercial manufacturing scale. He highlighted priority sectors including agricultural biotechnology, grid-scale battery storage chemistry, marine bio-resources, and indigenous medical diagnostic equipment as fertile areas ripe for immediate industrial translation.
Singh pointed out that recent reforms under the Anusandhan National Research Foundation framework provide substantial matching grants to academic teams collaborating directly with private industrial partners. The funding mechanism is designed to incentivize research teams to pursue patent filings, prototype validations, and commercial technology licensing agreements.
Senior scientists and corporate research directors in attendance endorsed the minister’s call, advocating for streamlined institutional patent monetization policies and equity-sharing incentives for researcher-entrepreneurs. The ministry plans to establish fifty regional technology commercialization clusters across premier academic campuses over the next two years.
