The extensive engineering evaluation, conducted in technical collaboration with the National Institute of Oceanography and IIT Bombay, will map coastal erosion rates, high-tide wave impact zones, and storm-surge susceptibility from Colaba to Dahisar. High-resolution LiDAR drone surveys and underwater bathymetric mapping will assess the structural durability of existing seawalls, coastal promenades, and reclamation embankments.
Municipal Commissioner Bhushan Gagrani explained that climate vulnerability assessments necessitate a paradigm shift from reactive monsoon flood control toward permanent climate-resilient urban engineering. Projected sea-level rises and frequent intense cyclonic storms in the Arabian Sea threaten to breach critical arterial roads and inundate historical reclaimed districts like Nariman Point, Worli, and Versova during concurrent spring tides.
The civic body plans to incorporate nature-based coastal defense solutions into Mumbai’s long-term master plan, including artificial offshore submerged reefs, mangrove belt restoration, and automated tidal storm gates at key creek mouths like Mithi River and Mahavin. Specialized urban planning guidelines will restrict future basement construction and critical utility substations in designated low-elevation flood zones.
Environmental scientists commended the civic initiative while urging prompt public disclosure of high-risk vulnerability maps. The audit findings will inform a multi-billion-dollar coastal protection investment blueprint to be presented to international climate financing agencies later this year.
