The decision was finalized during an emergency plenary meeting convened in New Delhi under the chairmanship of Saumitra Kumar Haldar, following a formal review petition filed by the Karnataka state government. After reviewing detailed hydrological inflow forecasts and monsoon withdrawal models, the authority determined that Karnataka must ensure the water flow reaches the interstate measurement station at Biligundlu. The CWMA urged both riparian states to manage seasonal shortfalls cooperatively while awaiting fresh late-monsoon precipitation.
