India poised to refine for world as global capacity declines: Union Minister Hardeep Puri

Union Petroleum and Natural Gas Minister Hardeep Singh Puri stated that India is strategically positioned to emerge as a premier global refining hub as older refinery facilities across Western economies face decommissioning and regulatory headwinds. Speaking at the 29th Energy Technology and Innovation Meet in Goa, Puri highlighted that India’s domestic oil refining capacity is expanding rapidly, on track to climb from 290 million metric tonnes to over 300 million metric tonnes per annum by 2030.

The minister emphasized that ongoing modernization projects across state-owned and private refining complexes are integrating petrochemical units, biofuel blending infrastructure, and advanced energy efficiency systems. As international markets experience refining capacity deficits, Indian processing facilities offer high-complexity Nelson index capabilities that can process varied crude slates into ultra-clean export fuels. Puri reaffirmed the government’s dual focus on meeting expanding domestic transportation demand while solidifying the nation’s position as a dependable international energy processing and distribution center for global supply chains.
