Under the Hybrid Annuity Model, the central government will disburse 40 percent of total project costs in milestone-linked cash payments during construction, while the private concessionaire arranges the remaining 60 percent to be recouped through long-term annuity payments guaranteed by the Ministry of Railways. The financing mechanism is designed to mitigate private capital risks and incentivize high-speed project execution.
The approved rail corridors target critical industrial routes connecting coal mining basins, mineral belts, and major manufacturing clusters with commercial seaports along the eastern and western coasts. Railway planning authorities stated that the dedicated freight links will alleviate severe congestion on existing mixed-traffic corridors, substantially lowering national logistics costs.
The Ministry of Railways will initiate competitive bidding processes to award concession contracts to private engineering consortia for commercial execution.
