The delegation, comprising senior leaders from the Leh Apex Body and the Kargil Democratic Alliance, is scheduled to meet a central negotiating panel led by Minister of State for Home Affairs Nityanand Rai. The discussions will center on core regional demands, including constitutional protections under the Sixth Schedule, comprehensive domicile employment quotas, the creation of a Ladakh Public Service Commission, and full statehood.
The resumption of formal negotiations follows a series of confidence-building measures initiated by the Centre, including preliminary agreements on territorial land protections and ecological safeguards for delicate Himalayan valleys. Civil society spokespersons indicated that previous consultative rounds had established common ground regarding the devolution of legislative powers to existing hill councils.
Union home ministry officials noted that the Centre remains dedicated to addressing regional development aspirations while safeguarding national strategic requirements along the northern border. Both parties expressed optimism that the structured dialogue will produce an equitable administrative framework for the high-altitude Union Territory.
