Prime Minister Narendra Modi called for resolute, collective action against cross-border terrorism, cautioning member countries against double standards during his address at the Shanghai Cooperation Organisation summit in Bishkek.
Addressing assembled heads of state in Kyrgyzstan, Modi emphasized that terrorism, terror financing, and radicalization remain the most formidable obstacles to regional stability, mutual trust, and economic progress. He stated that terrorism must never serve as an instrument of state policy under any circumstances and urged member states to eliminate safe havens and financial networks supporting militant outfits. Modi highlighted the necessity of reforming the SCO’s Regional Anti-Terrorist Structure to effectively detect modern digital terror financing and extremist recruitment methods.
The Prime Minister also advocated for transparent, sovereign connectivity initiatives across Eurasia, noting that development corridors must respect national sovereignty and territorial integrity. He invited SCO partner states to leverage India’s digital public infrastructure systems to foster regional innovation and digital financial inclusion.
The summit concluded with the ceremonial transfer of the SCO rotational chairship to Pakistan for the subsequent annual cycle, as delegates adopted declarations on regional security, environmental protection, and economic cooperation.
Modi also highlighted India’s proactive role in promoting digital public goods, green hydrogen initiatives, and traditional medicine networks within the SCO framework. He reiterated that genuine regional connectivity requires non-discriminatory transit rights, mutual consultation, and financial sustainability, pointing to the international North-South Transport Corridor and Chabahar port development as viable models for open Eurasian trade.
